Setting up Time Machine to enable roaming network

So...all the Apple literature says to set up the base station as "share a public IP address".  But I cannot even find this menu in Airport Utility. 

Any advice please.  At the moment, as soon as I plug in an Airport Express into the Ethernet to extend the network, I lose all internet connection...

You may likely be looking at this "support" document from Apple:

If this is the case, and despite the misleading date on the document of November 2016, all of the illustrations and terminology assume that you are using a 5+ year old version of AirPort Utility.

So, if you are using a Mac that is running a current operating system like High Sierra, Sierra, El Capitan, Yosemite, Mavericks, or Mountain Lion....or.....the iOS version of AirPort Utility on an iPhone or iPad......then the "support" document is not relevant at all to you.

What operating system is installed on your Mac?  Or, will you be using an iPhone or iPad for the setup?
