why is ownership not correct

Some of my files on external hard drive don't seem to know it is me as the owner of the files. When I move them, they copy but don't move and the Get Info will not accept me to change the folder etc as the owner...but I have full access (I am the Admin). I may have done these files under a different screen login at that time.

Whats up?

If you do not either:

a) have a system on that external drive -OR-

b) have deliberately unchecked [√] ignore ownership on this volume

then the permissions on that external Volume may be ignored. Then when you copy to a different drive on a Volume whose Ownership IS being enforced, the file generally takes the ownership of the Folder where it first landed.

When you use the Finder to accomplish a MOVE on the same volume, the data blocks are NOT replicated, but only the Directory entry is modified to place the file in the new directory. Permissions may or may not be updated.
