Unable to connect to server

Decided to clean my Itouch 4 and do a factory install of the original software

Was unable to connect to the gs.apple.com 17.151.36.30 server

No error, just said try later

Tried to ping the address and getting no response

Worked last week end i went back from 11.02 to 10.3.3 on my Ipad
