Hotspot enabling not available from ipad

IPad Pro and iPhone 7 Plus are both running iOS 11.0.3. I used to be able to engage my cell phones hotspot from my iPad settings to connect. That option is gone now. I would have to leave my hotspot on full-time but I don’t want to drain my battery. Any advice on how to get that functionality back?
