When will a software update for Meltdown and Specter be available to older Macs and iPads?

No one here knows what Apple will or will not do.

One thing to keep in mind is if the hardware lacks sufficient hardware to run the latest operating system, there is every chance that there may be no way for Apple to do a software fix of a hardware problem on it.

Possibly never if the hardware is considered obsolete or vintage.

Regarding "Meltdown" and "Spectre" (updated to note Watch not affected by either):

"... All Mac systems and iOS devices are affected, but there are no known exploits impacting customers at this time. Since exploiting many of these issues requires a malicious app to be loaded on your Mac or iOS device, we recommend downloading software only from trusted sources such as the App Store.
Apple has already released mitigations in iOS 11.2, macOS 10.13.2, and tvOS 11.2 to help defend against Meltdown. Apple Watch is not affected by either Meltdown or Spectre. In the coming days we plan to release mitigations in Safari to help defend against Spectre. We continue to develop and test further mitigations for these issues and will release them in upcoming updates of iOS, macOS, tvOS, and watchOS..."

I understand not moving an old machine to 10.13, but since defective hardware was sold, it would be the "Apple thing" to design a patch for the last OS that a machine can run. That would be the right thing to do.

If possible. It just might not be possible is the point I am trying to make. There is going to have to be some sort of cutoff after which it just doesn't get fixed.

No mention of any older macOS release

This chip flaw is too early in its discovery to know what any electronics and computer manufacturers are going to do at this early stage.

This is a 15-20 year CPU chip flaw/security flaw.

Many users still using lots of older, legacy devices, computers and OSes.

If you haven't had any issues all of these years with your iDevices and any other computing devices, chances are good that you won’t encounter any issues in the near or foreseeable future.

iOS is sandboxed and still needs user interaction to install code to allow an exploit of this CPU chip flaw.

So, as long as you are accessing trusted websites, NOT engaging in illegal web activities, like torrenting and pirating of media content/software and do not open emails and email attachments from unknown or untrusted sources, your exposure to this CPU flaw is negligible.

I am still using iPad 2 and 3 models and an older legacy computer with older OS and legacy software and I am NOT worried, at all, about my computing devices being affected/exploited by Spectre OR Meltdown security issues.
