Mixed Feed back

Hi everyone, I have been given mixed feedback from Apple staff and so not sure what is correct and how to proceed: Some say that when deleting pictures from my phone it will delete the pictures from iCloud and others say it will not. I have experimented with this and when deleting a picture from the phone or iCloud it removes the picture from both areas. Then in another instance ,I have also pictures of which I have deleted from my phone previously but they are still on iCloud.

Why are they still in iCloud and the others are not???  My understanding is that iCloud is to help store/backup items which will allow you to gain space on your device to carry on taking pictures etc. Currently I have to save all my pictures to either drop box or Google Drive then delete them from the phone just to be able to take more pictures due to limited space and to not loose the memories.

Please help!!
