Photos (v 3.0) not working in High Sierra

Once I did the update to High Sierra I haven't been able to access Photos. The minute I click on it, I get an error that says "An unexpected error has occurred. Please quit and restart the application." At that point all I can do is quit - there are no other options. The Photos menu is even greyed out and I can't get into the preferences.

 

I have been on countless calls with Apple Care, been escalated just as many times and still nothing.

 

Here's what troubleshooting I've done:

 

- Repaired the library

- Created a new library and logged into iCloud (had to make it the system library to do so)... the minute it becomes the "system library" I get the same error when the application is opened.

- I've updated the permissions

- I've done a system diagnosis and sent that to Apple but still haven't heard back

 

Of course I didn't do a backup to TimeMachine before doing the update (silly me) but all of my photos (25,000 of them) are in iCloud. Does anyone have a suggestion on how to fix this? Please help... literally the only Apps I use on my computer are Photos and Safari and now I'm down to just Safari
