icloud back up of iphone not working

I keep getting message that my iPhone 6 has not been backed up in 5 weeks.  Back up should happen automatically when the phone is plugged into a power outlet, phone is locked, and phone has access to wi-fi.  It doesn't.  When I try to back up manually, I get a message that iCloud storage is not enough.  Yet, I am using only 3.5 gb of 5.0 limit.

How big is the backup in Settings/Your Name/iCloud/Storage/Manage Storage?
