How do I remove items from trash and return them to the desk top?

Open Trash, select the items and right click and then select Put Back.

BTW, even if you erase them  if you have a Time Machine backup set up you can restore the items.

Put Back and delete immediately do not work because "system is using files".

Tried reinstalling OS, like on a Win10 system but files are still in trash.

How do I do a reinstall of the MacOS so that it completly erases and reimages toe HD? 

I have everything backed up and am willing to completly rebuild my system.

In most cases doing an erase and install is simply not necessary. In the 10+ years I have used Macs doing an erase and install is recommended in less than 1% of the cases. If you were more specific about the situation then perhaps we can help you so you don't have to go to that effort.

However if you insist, you restart the computer in the Recovery Partition, open Disk Utility and select Format of the drive. Then exit DU and install Mac OS and start over.

I tried that and it remained in the trash and I can't open it  (Safari)

I have this problem, too.  I select the items in trash, move them to my on-the-computer mailbox, and the just snap back to trash.
