How do I stop I playlist from shuffle in itunes...

iTunes seems to be ridiculously broken for shuffle with the phone and windows.

Let's start with Windows 10, I'm running iTunes 12.7. A playlist will not go out of shuffle. I have reinstalled iTunes. "Shuffle All" and the shuffle symbol is blue. If I click those, it shuffles. If I click next track it shuffles. Ridiculous.

If there is a secret fix please tell me.
