External HD won't unmount

My WD My Passport ext HD popped up saying it could only Read the disk, and to backup and then reformat.  I copied the files on to another HD but upon trying to use Disk Util to erase and reformat it said it couldn't unmount.  Specifically, upon using Terminal to force it this error came up --"Forced unmount of disk3 failed: at least one volume could not be unmounted".  I'd appreciate any help that can be provided Thank you!

One way I've had success is to format it on a Windows machine (as FAT 32 or ExFAT), then try again on a Mac.
