iCloud "Documents" Inaccessible/Undeletable?

I have a 2015 MacBook Pro, macOS Sierra 10.12.6, sharing iCloud with an iPhone 5 iOS 11.0.3

 

Hello, today I received a notification telling me that my iCloud storage (I just have the base 5.0 GB) was maxing out, so I tried to clean out some old photos and apps. Then on my MacBook I checked "Manage Storage" (System Preferences > iCloud > Manage...), and this was the summary of my storage:

Everything listed below Numbers only adds up to an additional ~4 MB. In total, that's only about 2.4 GB! Yet the "Documents" bar is still sitting at 2.46 GB (almost half my max storage!), despite being completely unaccounted for in the "Manage Storage" list.

I even checked iCloud Drive from iCloud.com to see if I had files that I somehow couldn't see from my MacBook, but I only saw Pages and Numbers, and everything there was accounted for in the "Manage Storage" list. On my iPhone 5, the storage report is exactly the same as it's shown on my MacBook.

 

What are these "phantom" documents and where can I access them and clean them out?
