Why can't I post a review?

I am trying to post a review for an app, but the review is not submitted. It's not just that it doesn't show up, it really just doesn't post. i'm not getting the "Your review has been posted" window that I usually do. Several friends having the same problem. I tried closing the app store. Why won't my review post
