Itunes repeatedly freezes with update

ITunes version 12.7.0.166 will not complete update of my ipad 4 mini.  It recognizes the ipad and begins update 2 of 4 and freezes.  There are no previous updates on ITunes.  I have tried several times to update.  I have turned off my windows 7 computer, shut down my Ipad and checked my firewall. Same thing happens every single time. This is after the 11.3 IOS update to my ipad.  Is anyone else having this problem? Has anyone come up with a solution?

It would sure be nice if Apple would just make a sync tab in settings so that when we want to sync we could plug in the ipad and press the tab.  It would also be nice if ITunes would not freeze up.
