I can't update my ipad mini 2 two iOS 10 say nothing needs to update

have you tried checking the updates through iTunes on a computer? iOS 11 is compatible with these devices - Apple Support it does show that it's compatible with an iPad mini 2. Check on a computer and see if it will allow the update.

Are you sure this is an iPad Mini 2? If you go to Settings>General>About>Model, what do you see there? Provide the model number you see.

How do you know you have an iPad Mini 2?

Could you provide your iPad Mini 2's model number from the Settings app in the About panel?
