Mac Mini Boot problem is all dead ends

My 2009 Mac Mini crashed and when rebooted, gave me the flashing folder with a question mark; no matter what key combination I used, it only would give me the flashing folder. Apple's phone support told me to take it to Microcenter since the Apple Store wouldn't be able to support it. I took it to Microcenter, which said they could replace the drive, put the removed drive into an enclosure and then I would be able to take it all home, boot the computer and then copy over my data from the removed drive.

 

Needless to say, $150 later, the Mac Mini still has a flashing folder, and no key combinations work—I only get the flashing folder. If I boot holding down 'option,' it asks for my wifi password and then nothing happens—no globe, nothing; it just sits there. I let it sit for half-an-hour like that in case it was 'thinking,' but nothing happened.

 

I tried plugging the removed/enclosured drive into it via USB, rebooted and still got the flashing folder. I plugged the removed/enclosured drive into another mac and it wouldn't show up on that mac's desktop.

 

So now what?

Why do I only get the flashing folder or the wifi request with no globe?

Guessing that the new drive inside the Mac Mini is blank, how do I get it formatted/an OS on there?

Is the removed/enclosured drive toast?
