Why iCloud is empty after iPhone repaired?

After my iPhone repaired, I restart my phone and it shows the options : backup with iCloud / backup with iTunes / start with new iPhone / move from android . I choose backup with iCloud but it saying my iCloud is empty. It’s impossible. I had set auto backup for iCloud on my phone and sometimes it noticed my iCloud storage were full. But now my photo album is empty and my iCloud storage is empty.  I only can choose start with new iPhone. I need to re download all the apps. The weird things is all the apps got my last data and media which backup from iCloud. So why is the photo gallery is empty in cloud? I had turn on the photo selection on iCloud setting. May I know what’s the problem?
