iCloud library won’t turn on since iOS 11...

Hi my daughter is on an iPhone 5s she is currently running the 6 months free music downloads with EE but since the iOS update all of her songs have been deleted and we can’t switch her iCloud library on in the music settings screen. I can switch it on and it asks keep music or delete and replace it doesn’t matter which is selected it just then turns off again. How can we switch the iCloud music library on and restore the songs??
