Severe keyboard/cursor latency after restarting...

For the past several months I've dealt with difficulties logging into my MBP after restarting it or just shutting it down and turning it back on. At the login screen the mouse cursor moves but will only travel a short distance and then stop, in other words it displays so much latency that it's about impossible to click where I want. Perhaps worse, the keyboard is severely inhibited. I have to press a key somewhere between 3-10 times for it to register that I typed anything. This makes logging in difficult, as I do not have an easy password.

 

After I am finally able to login, it is completely fine. I am typing on the same computer right now and I am not having any problems whatsoever.
