Mail and attachments documents and data iOS

My 16gb iPad Air will barely function due to lack of storage.  The problem seems to be with mail, which shows:

 

App size 5.5 mb

Documents and data 1.5 gb

Mail and attachments 1.42 gb

 

I understand that there is no way to find out how that data is made up.

 

I may be wrong, but as I have the same email accounts on my iPhone, I would expect broadly similar figures there.  However, I actually have:

 

App size 5.3 mb

Documents and data 536.2 mb

Mail and attachments 80.4 mb

 

So I have two questions really:

 

1) Am I right in my assumption that the figures for the two devices should be broadly similar, and

2) If so, how can I find out what the massive difference is?

For the most part you are right to assume that.  Let’s start with this, is it a POP3 mail account or SMTP?  Yout can find this out in a couple of different ways, but the easiest way would be if you read email on one device, does it sync across all devices.  So if you read it on your iPad, does it show read on your iPhone as well?  Is there an attachment that you have downloaded on one device and not the other.  These are things that can cause the stuff to be different.
