My other IPad (gen 2) has a black screen. ...

My other IPad is frozen with a black screen.  When I push the home and on/off buttons together, after a few seconds a battery comes up but then goes away.  I have waited over two minutes for the Apple logo to come up but it doesn't.  It has been acting this way on and off for about a month.  When it did come up it showed 100% battery charge.  I have bought new lightning cables but that hasn't helped.  Please anyone, i need some hints of what I can do.  Thanks Connie
