card verification

 I have cancelled all my subscription I know for a fact that I don't owe any money when I want to download an app I keep getting a pop-up saying card verification I follow the steps but no success because it states that my card  has declined. I then log on to my mobile banking and it shows that it has debit my card twice what does this mean why am I being charged?

The 'charge' is too check that the card details are valid and correct, your card issuer should automatically remove them within a few days or so : About payment card authorization holds in the iTunes Store - Apple Support

You will continue to get the message until you put valid payment details on the account, or you could try just logging into the account and see if you can remove the card : Change or remove your Apple ID payment information in the iTunes Store - Apple Support
