How do I free up purgeable space?  I have ...

As the question is stated.  Mostly photos I suspect but I do use the cloud for storage.  I cannot see these files or were they exist.

It is something the system controls; essentially it is space that the system can make available when necessary but that the system hasn't yet found it necessary to do that based on the free space you still have. See the following from What is 'Other' and 'Purgeable' in About This Mac? - Apple Support

 

• In macOS Sierra, “Purgeable” content appears when you've turned on Optimize Mac Storage. It's storage space that your Mac can automatically make available when storage space is needed. Files marked as purgeable can always be downloaded again on demand.
