How do I change from my photo stream to iCloud ...

I am paying 79p a month for extra storage, I have a Mac (Mac OS Sierra), iPhone SE and iPad mini 4, they all show my photos whether taken on iPad or iPhone. Trouble is when I edit a photo on my Mac (or iPad or iPhone) they aren't edited on the other devices.

So I looked into this and found I should be on iCloud photo library instead of my photo stream. On both the iphone and iPad when I turn off the green slider for the My photo Stream it says it will delete all photo stream photos from iPhone (also on iPad), but will I still have them because the green slider is on for iCloud Photo Library.

When I go into settings, iCloud and click on iCloud Photo Library it tells me i need to upgrade to 200GB, yet I have only used 22Gb of the 50 GB which I pay 79p for, I just don't understand this.
