Receiving calls on an iPad ?

I have a SIM card in my iPad and I know the telephone number of it but when I ring  it my iPad doesn't ring ? Am I doing something wrong or do iPads not receive incoming calls ?

It's a data sim only.

The iPad is not a mobile phone in the traditional sense however you can make and receive FaceTime calls over Wifi and you can also pair it with an iPhone telephone/messages account to send/receive SMS/iMessages charged to the iPhone bills.

The telephone number associated with a cellular iPad is used by the cellular data service provider for billing purposes only. Since an iPad is not capable of making a cellular telephone network voice channel connection, it cannot natively make or receive cellular telephone calls nor can it natively send or receive SMS/MMS texts since those too require a cellular voice connection.

As already mentioned, it can be paired with an iPhone using iOS’s continuity feature to share calls and SMS with the iPhone. And any iPad, cellular or wifi only, can make use of internet based messaging services (Apple’s own iMessage Service, for example) and make VOIP calls (FaceTime, Skype, and others).
