iCloud drive does not sync (cert issue)

I have 2 Mac's, iPhone, iPad and 3 Win10 machines on iCloud. Suddenly, iCloudDrive on one of Win10 stopped syncing. However, iCloudPhoto works. All other devices are okay. Reinstall, switching to another account, etc. does not help.

The log shows either the cert chain or the 'Master' service issue:

[7844 @ Sat May 06 23:36:47 2017] [(unknown facility) iCloudDrive.exe] PCSError: 34 : Don't know service name 'Master'

[7844 @ Sat May 06 23:37:20 2017] [com.apple.iCloudDrive iCloudDrive.exe] (Initialize|Accept)SecurityContext failed with error 0x8009030f

[7844 @ Sat May 06 23:37:20 2017] [com.apple.iCloudDrive iCloudDrive.exe] CertGetCertificateChain failed with error 0x80090301

Is it a client or a backend issue?

Wireshark shows that iTunes is trying to connect to s.mzstatic.com:443 using TLSv1.0, which that server rejects.

You can confirm that the server does so by using curl:

$ curl --tlsv1.0 https://s.mzstatic.com

curl: (35) error:14077410:SSL routines:SSL23_GET_SERVER_HELLO:sslv3 alert handshake failure

I don't know if iTunes or Windows is specifying *only* TLSv1.0 in the SSL client handshake, but that seems to be a problem.
