How do I get "tap to drag" working again with E...

After migrating from an older MacBook Pro to a newer one from a Time Machine backup with El Capitan, I found that "tap to drag" no longer works.  Is there a way to reenable this functionality?  Tap to drag works on my older MacBook Pro with El Capitan installed.



Oh, the option is now located under "Accessibility" settings and not the "Trackpad" settings.  That makes no sense to me, but that's how it is.  Thanks to this post:

Thanks. I used to be able to use both the three finger drag and drag lock (double tap and then drag). I like both methods. Now it looks like I have to choose one. Is there a way to enable both, as was possible under previous OS versions?
