Why does Apple pay keep asking for contact info...

When I go to use Apple Pay on my iPhone 6s I select "Buy with Apple Pay" and Apple Pay slides up where I can select the card to use and it shows the total, I always have to fill in my name to the contact information. Why?

Instructions for using Apple Pay in apps and on websites are provided here:

 

 

They include "If you need to, enter your .. contact information".
