I have a IPhone 5c

I have iOS 10.3.3

I tried to look up videos on how to remove it but none worked

Someone please help, I want to backup everything but I don't know any of the wanted information to take off the other account.

There is no way to bypass activation lock without the password. If it is your Apple ID that is on the phone for iCloud you can get help with the password: If you forgot your Apple ID password - Apple Support

It isn't my Apple ID, I bought the phone from a friend and they didn't know how to get it off either so do you have any idea on what I could do?

Have your friend use the link I gave to recover the password. Or have your friend contact Apple with proof of purchase of the phone when it was new. Or get your money back from the friend as the phone is useless if none of those can be done. There is no way to bypass activation lock.
