After printing several files to PDF, get error ...

I currently am running Sierra although this problem existed in a previosu version.  After printing or saving several JPEG or TIFF files to PDF, I continually get a print error message or a message that I do not have access.  I restart the computer and the problem goes away until I save several more files.   Sometimes it occurs after a couple of files, but more often after about 10-20 files.  A similar situation occurs when tring to open some previously saved PDF files.  The message will be "file damaged or incorrect version"  OR "you do not have access";  sometimes this problem is resolved when rebooting but not always.
