how to add networks not included in iphone news...

I have an iphone SE which I just purchased, and am trying to learn about its features and personalize it's functions.

I'm wondering how to add news networks to the news app that are not included in the menu list of options. Is it possible to add them on my own, or is it something the app maker has to do?
