Screen tearing while in fullscreen

Hey, so I have been having some issues while in fullscreen and watching videos.

Also, before I write anything more - if screen tearing is the wrong word, this is what I mean: https://gfycat.com/gifs/detail/FrequentIncredibleHart (just rewatch it if you don't see the issue at first, the gif really destroyed the quality of a recording that was kind of poor to start with)

So, to the issue itself:

As mention, when I watch fullscreen videos in iTunes or Safari (specifically on Netflix though so could be another issue, not exactly sure) I get this "screen tearing".

All of my programs are and have been up-to-date while doing this, so I am running macOS 10.12.6, and my iTunes version is 12.6.2.20.

I tried Netflix with and without my extensions - same result both times.

I've tried with multiple Netflix series, same result. I did try another browser (Firefox) and it worked fine, so this is either on Safari and Netflix, not sure which. However, youtube seems to be doing completely fine.

I have tried with a new/test user - same result.

I have also tried playing some games in fullscreen, the issue does not exist there.

When it comes to iTunes, the screen looks the same as in the gif posted above (the gif is from Netflix on Safari).

At first I figured it could be a faulty download but I've watched 3 movies/series and all of them had the same issue, so it is for sure something that is wrong. It is not a huge deal as I can use Firefox/Chrome for Netflix, but I really like Safari and I would love to not have to use multiple browsers for different things, it feels clunky.

And for the iTunes problem, while I dont use iTunes that often I would really prefer if I could avoid this issue.

I can do an erase & reinstall to see if it fixes the issue because I don't have anything important locally stored, everything is on my iCloud, but I would prefer if there are any other things I could try before that.
