Comp won't turn on.  Works in target mode. Can I time machine it to a backup hooked up to the other computer?

Yes, but in this case, you're probably better off cloning it instead; the Disk Utility, Carbon Copy Cloner, and SuperDuper can do this.

So do I go to disk utility from the working computer, and there's the option there? The computer in target mode won't even make it thru the boot process to turn on.

Yes. Use the Image function, or the Restore function to a different volume.
