Did Create New iCloud Keychain popup window cra...

My Bluetooth became not available when the popup message, "Create new iCloud Keychain security code", popped up on my display.  As such, my wireless Apple mouse will not function.  The Bluetooth icon in the status bar is indicated with a jagged line running through it. Could this pop up message have anything to do with this Bluetooth issue? I tried to fix several ways including restarting, disconnecting USB devices and cables.  Any ideas from this community how to fix?
