Found iPad Activation Lock

So. About 3 or 4 weeks ago, I had found an iPad Mini 2 in a rental truck we had rented from our nearby airport (our truck had broken down, and the airport had the best pricing for a replacement while it was getting fixed). About a week passed and, as we were cleaning it out, we found the iPad under one of the seats. It was locked with a 4 digit password, and stuck in airplane mode. I tried everything I could to get it out of airplane mode, including manually trying that 'update' in recovery mode on my computer. I had no way of knowing whether it was in airplane mode or not, with a pure white screen once more demanding that I input the 4 number passcode once more. Before I went any further, I contacted the car rental company to see if they had gotten any reports of a lost iPad, leaving my own contact information (I don't particularly trust this car company, due to their service quality). Waiting another week without any reply, I resorted to a full factory restore of the iPad. Now, it is definitely connected to both a cellular network AND wifi network, yet now has an 'Activation Lock' in place on it. Based off what I can find, that means that it is still connected to the owners iCloud, along with their 'find my iPad' service attached to it. Is there anything else I can do to try and find the original owner from here?

No, there isn't. If it is connected to a network, then the owner should be able to track it. No one else here, nor Apple could help you locate the previous owner, and you will not be able to unlock the device without them. The device is useless to you. I would turn it in to the local police.
