There are a few special storage devices for mobile devices. There are portable, bulit-in WiFi hotspot hard drives for mobile devices made by Western Digital and Seagate.

Would be using something to dpwnload movies to watch

All of these drives except iXpand and iKlips drives use built Wifi hotspot generators that iDevices will detect.

You turn on the device, it generates a local Wifi network between iDevice and Wifi drive.

You connect to these devices using the iDevices Wifi settings, the using a special drive app, made available by the Wifi drive manufacturer in the iOS App Store, you can transfer movies, copied from your computer,  to watch from the drive to the iDevice where you can watch the movie on your iDevice.

Not sure if all these drives let you copy movies directly from iDevice to mobile drive or not.

You would have to contact the manufacturer of the drive to find this out.

Most of these listed wireless storage drives allow copying photos and music and movies from a computer to the mobile drive first.

Note

If storing iTunes purchased movies on such a mobile storage  drive, you MUST transfer these movies to the iPad first to play either in the drive makers app, from the iOS App Store, OR from the built-in iOS TV App.

For any/all other NON-iTunes movie/TV content, you maybe able to stream the movie/TV/web video content from the mobile drive to the iDevice, using the mobile drive makers iOS drive app, without having to transfer to the iDevice, first.
