Change the region of itunes (windows)

Ok. So someone (who lives in Greece) was able to make an itunes account with my email address (which lives in canada) without my permission. I decided to take it since I've been receiving security emails from apple about the state of my (alleged) account for around the last three months. Upon changing the password and going into account settings, I found out that this person lives in Greece since they were nice enough to provide their address and phone number.

Now on to the problem that I'm having. I go to change the region to where I'm from and upon clicking done, itunes kicks me out to Radio. When I go back into account settings to see the region, it's still set to greece.

I don't own an iphone or an ipad so workarounds involving those devices are out. I'm at wits end, ready to toss this account to the digital winds and make a new one. There are no credits that I'm aware of that are outstanding and there is no payment method registered if that could contribute to my problem. Also, suggestions regarding security questions for the account is a no go since I can't understand greek. I also don't want to add a credit card number (not that it would let me past the postal code since the ones in my country contain letters) because they may control the recovery email.
