Re install free hangouts app

I deleted this free app.  About a week ago .  Need it reinstalled.  I have gone through directions but it wants my credit card.  If it's free why direct me on that path.?  Need help!

It may be possible to select None as your payment method. If you are not able to choose None (even for downloading free apps and updating existing ones), then the following support article explains why that is the case:
