ipod says i have ios 4.2.1 and it iis the lates...

In  iTunes it says I have the newest ios 4.2.1 but when I go to install a a to the ipod it says I need to have ios 11 or better but the ipod will not let me update to it is this because it is a 1st or 2nd gen I pod touch

That would be correct.

The iPod touch 2nd gen can only support 4.2.1
