Problem with iCloud Photo Library

Hi,

After setting my iPhone as new a can't sync my iCloud Photo Library with it. There no photos or videos at all.

I can access my library on iCloud.com but only there. Using iCloud for windows doesn't help. I get information that my library is being prepared. Any help?
