how to restore ipad mini 2 with password

I bought a ipad mini 2 online & the girl forgot her password & told me to just go on iTunes & hold the power & home button until the iTunes logo comes on, plug it into your computer & press restore. I've done this 20+ times & it keeps stopping right before it finishes restoring & says that it can't restore because the iPad is locked. I've watched so many videos & they all say the same thing. I don't know what to do. Please help.
