Your Apple ID has been disabled (after Refund)

After I did not recognize some payments that were being charged to my Paypal account, I contacted my Paypal service and as a result two payments were refunded around August the 18th. Since then, every time that I want to log in into the app store to download or update an app, I get the message "Your apple ID has been disabled". I've tried changing my password multiple times and using Two Face recognition. Nothing works. Thanks for your time in advance.

There is nothing in the Apple world called "Two Face recognition".  You should take the time and trouble to say exactly what you mean here, as it's hard to even guess what you might mean.
