No "Download photos and video" on iCloud PC App...

I downloaded icloud on a new PC running Windows 10. It's working fine but isn't automatically downloading to my PC my older photos that are on icloud. It is only downloading the most recent photos. I checked some other forums and saw I should have a "Download Photos and Videos" button in my icloud PC Application, but I don't see this option. I only have 2 buttons in my icloud photos folder: "Upload Photos" and "New Shared Album". I tried repairing the icloud program as well as uninstalling and reinstalling it, but I still don't see a "Download photos and video" option. Any ideas?

 

Or do you know why my older pictures wouldn't be downloading automatically to my icloud folder on PC when I have this option selected and it is working for the new photos?

Thank you for using Apple Support Communities. It seems like you want to iCloud Photo Library to automatically download old photos you have stored in iCloud. It also looks like one of the options to download photos from iCloud is not listed in the iCloud Photos folder. If a feature is not showing up, we would want to make sure all the settings are correct for the feature to work. It looks like you have already done some troubleshooting. I would recommend you read these articles, they explain which settings to enable and how the features work. 
 

What will download automatically?

New photos and videos will automatically download to your PC at C:\Users\your name\My Pictures\iCloud Photos\Downloads. You can change the location of your downloads in iCloud Photo Options.

Solution does not help at all

Apple put the "Download photos and videos" button in the task bar. Not many people use the task bar anymore so it took me two days to find it. Follow the steps provided and when you open icloud photos it should look something like the image below. The "Download photos and videos" button is in the red star. Hope this helps!
