Download from where and into where ? An iPad doesn't have a file system like a computer, everything is stored within in apps - so you can only download or sync content to the apps that you have on it.

 

You can copy content from your computer e.g. synced films, music etc. via iTunes, and copy content to your third-party apps via (depending upon what they support) your wifi network, file sharing (About File Sharing on iPhone, iPad, and iPod touch - Apple Support), email, Dropbox etc.

Hi, I would agree with Briansyddall, but if you really don't want to pay, other cloud storage services are also available.  One way to free up iCloud storage space, is to only back up your device to a computer via iTunes, and that way you don't take up valuable space with an iCloud backup, leaving more space for storing files.

iCloud storage does not act as an alternative storage location for iPad content (except to a certain extent in respect, for example, of photos and videos and/or music if you are using certain services, as explained below).
