apple id is disabled

after changing settings in iforgot.com, apple ID is still disabled. can anyone help please?

By 'changing settings' do you mean that you've reset the account's password ? If you do is that all that you did - if it was you also need to do : What to do after you change your Apple ID email address or password - Apple Support
