Help Resetting/Restoring iPad 4

I inherited my dad's iPad4 over the weekend (which I bought for him a few years ago)

I have his apple ID and his password. I tried factory resetting the ipad so I could set it up as my own on my own icloud account. Now I'm hopelessly stuck.

The ipad keeps asking me to fill in the numbers on a 'trusted phone number' which had been entered at some point. Nobody knows what it is in the family. It was from a cell phone that no longer exists and nobody knows the number.I

So I'm stuck.  I can enter a valid ID/PW but it still asks for a two factor authentication code sent to a phone that no longer exists. And if I click 'can't use this number' it askes for the missing digits of the trusted phone number.??

What can I do...?
