Activate messages on iPhone without sim

Can I activate iMessage without an active SIM card on a iPhone 5s? I would like to be able to contact my parents who use iPhones with a second hand one I purchased so they can FaceTime my son and message. So I absolutely need a phone line on the phone to activate? Thanks
