"on my mac" and "icloud" contacts

for some strange reason, all of a sudden the "contacts" app on my mac started showing two lists of contacts.  One is "iCloud" contacts and one is "on my mac".  Most entries seem the same except that on my mac has about 30 entries less.  Is there a way to merge them and in the future have only one list of contacts?  I am afraid that by error some contacts only make it to the "on my mac" list and are not available on my iphone and ipad.

How to I avoid having these two lists of contacts and have only one going forward?
